How we got here...
Palmetto Education Connection is owned and operated by Special Education Consultant Holly Bailey.
Holly is a lifelong educator and advocate whose passion for inclusion and equity began in a small town outside Rochester, NY, surrounded by a family of dedicated teachers. Her early volunteer work with students with disabilities revealed the urgent need for systemic support in schools—and sparked her lifelong commitment to making education more inclusive, compassionate, and just.
After graduating cum laude with a Bachelor of Arts in Education from St. Bonaventure University, Holly moved to Seattle, WA, where she taught middle school students with autism and co-taught English and U.S. History for five years. She went on to earn a Master’s in Education (magna cum laude) from the University of Washington and completed the prestigious Danforth Educational Leadership Program, with a focus on Educational Leadership and Policy Studies.
Experience
Navigating the special education system can be overwhelming—and as a parent, it’s easy to feel lost or unsure of what to do next. Holly understands because she’s spent over 20 years in special education in public schools, including more than a decade as a Director of Special Education. She knows the system inside and out—how decisions are made, how programs run, and how to ensure students get the support they need.
Her experience allows her to see both sides: what schools are required to provide and how families can advocate effectively. Holly is passionate about using that insider knowledge to empower parents, remove barriers, and make sure every child has access to the education and services they deserve.
Now based in South Carolina, Holly runs her own consulting and advocacy practice, partnering with parents to navigate the special education process, speak up confidently, and get results for their children. With her guidance, families gain clarity, confidence, and a trusted ally in their corner.
On a Personal Note...
Holly and her husband Ryan live in Summerville South Carolina with their daughter and their 2 dogs. They love spending time out in the community and getting to know their neighbors.
In her spare time Holly enjoys going to the beach, reading and watching her daughter dance.
