Palmetto Education Connection is owned and operated by Holly Bailey.
Holly is a lifelong educator and advocate whose passion for inclusion and equity began in a small town outside Rochester, NY, surrounded by a family of dedicated teachers. Her early volunteer work with students with disabilities revealed the urgent need for systemic support in schools—and sparked her lifelong commitment to making education more inclusive, compassionate, and just.
After graduating cum laude with a Bachelor of Arts in Education from St. Bonaventure University, Holly moved to Seattle, WA, where she taught middle school students with autism and co-taught English and U.S. History for five years. She went on to earn a Master’s in Education (magna cum laude) from the University of Washington and completed the prestigious Danforth Educational Leadership Program, with a focus on Educational Leadership and Policy Studies.
Holly has served as a mentor to new teachers, a leader in special education departments, and as a Director of Special Education in multiple Washington state districts. In these roles, she led inclusive learning initiatives, managed compliance and professional development, and focused on ensuring strong instructional practices within realistic fiscal frameworks.
Most recently, she relocated to South Carolina in 2024 to serve as a Compliance Coordinator.
With more than two decades of experience, Holly’s work has always been grounded in doing what’s right for kids—removing barriers, empowering families, and leading with empathy and integrity.
That mission ultimately inspired her to launch her own business: helping parents navigate the special education system and advocate effectively for their children.
Holly and her husband Ryan live in Summerville South Carolina with their daughter and their 2 dogs. They love spending time out in the community and getting to know their neighbors.
In her spare time Holly enjoys going to the beach, reading and watching her daughter dance.
